While the title of Emperor is inheritable (although in general the current one picks the successor), he/she has to be confirmed via parliamental vote. The three parliaments not only have a veto right on the emperor’s orders, but also a way to vote said Emperor out of office.

The last time that happened, roughly three hundred years ago, the Emperor did indeed step down, but it ended in a rather nasty three-way civil war about the succession.
